Heather P. Wilson, Ph.D. founded Weatherbee Health Education Resources (WHER) to provide products and services to the hospice industry.


WHER was retained by the Community Health Accreditation Program (CHAP) to write its application to HCFA (now CMS) for deeming authority. CHAP was awarded deeming authority for hospice programs in April 1999.

CoPs in a Box was developed by Heather Wilson to help hospice programs teach staff the Medicare Conditions of Participation (CoP).


WHER was retained by a hospice program to provide interim management, revise systems and processes, and position the agency for sale.


WHER assisted a hospice program achieve Joint Commission accreditation with a score of 100%.

The Compliance Program Toolkit: Resources for Hospice Compliance Officers was written by Heather Wilson and published and sold by the National Hospice and Palliative Care Organization (NHPCO).


Joy Barry, RN, M.Ed. joined the company as co-owner to expand and direct its consulting division.

The company was incorporated as Weatherbee Resources, Inc.

Weatherbee co-sponsored the first Annual Hospice Inpatient Institute with NHPCO.

Hospice Inpatient Facility Infrastructure (HIFI) was developed by Joy Barry in collaboration with Hope Hospice and Palliative Care, Fort Myers, Florida.


The HIPAA Privacy Rule: Compliance Resources for Hospice Programs was written by Heather Wilson, Mary Michal and Jay Mahoney and workshops on HIPAA compliance were provided around the country.


The HIPAA Security Rule: Compliance Resources for Hospice Programs was written by Heather Wilson.


Weatherbee developed a service line dedicated to assisting hospice programs with Additional Development Requests (ADRs) and claim denials, which included: clinical record auditing, documentation-related and other quality improvement activities, staff education, and navigating the appeals process through the Administrative Law Judge (ALJ) level.


Weatherbee was selected by the Centers for Medicare and Medicaid Services (CMS) as a subcontractor to conduct the quality assurance component of the Rural Hospice Demonstration project.


The QAPI Requirement: Resources for Hospice Programs was written by Heather Wilson. Ph.D., Melanie Merriman, Ph.D., and Martha Tecca, MBA.

COPs in a Binder: Interim Edition was developed by Heather Wilson.

Weatherbee developed the Hospice Regulatory Boot Camp as a comprehensive regulatory training program for hospice professionals that meets the criteria for completion of Regulatory and Compliance Issues, a Level II module of the Hospice Manager Development Program, an offering of the National Hospice and Palliative Care Organization.

Weatherbee announced the development of Hospice Education Network (HEN), offering state-of-the-art streaming video technology to provide staff orientation programs, annual in-services, home health aide in-services and volunteer training.


Hospice Policies & Procedures was developed by Heather Wilson.

HEN was launched with an initial offering of fifty programs using streaming video technology.

Weatherbee provided eleven Hospice Regulatory Boot Camps across the country to prepare hospices for compliance with the new Medicare Conditions of Participation.


Due to its growth and expansion, Weatherbee and HEN moved to new headquarters in Hyannis, MA.

Weatherbee Resources, Inc. was awarded a contract by the Centers for Medicare and Medicaid Services (CMS) to assist in the training of hospice surveyors on the new Medicare Conditions of Participation.

CoPs in a Book: The Final Edition was written by Heather Wilson.


HEN developed a strategic partnership with the End-of-Life Nursing Education Consortium (ELNEC) to offer nationally acclaimed ELNEC courses online.

HEN was named as a finalist in the healthcare category for the Rich Media Impact Awards for 2009.


HEN wins the Rich Media Impact Award for 2012 in the category of Global Reach and is named as a finalist in the category of Prolific Use.


The HIPAA Omnibus Rule: Resources for Hospice Programs was written by Heather Wilson.

Relias Learning acquires the Hospice Education Network. 


Weatherbee acquires the Hospice Compliance Network and the Hospice Guidance Line from Summit Business Group, LLC.
