Our History
1997 Weatherbee Health Education Resources (WHER) was founded by Heather P. Wilson, Ph.D. to provide products and services to the hospice industry.

JCAHO in a Box was the first product developed by Heather Wilson and sold by WHER.

1998 WHER was retained by the Community Health Accreditation Program (CHAP) to write its application to HCFA for deeming authority. CHAP was awarded deeming authority for hospice programs in April 1999.

CoPs in a Box was developed by Heather Wilson to help hospice programs teach their staff the Medicare Conditions of Participation (CoPs).

1999 WHER was retained by a hospice program to provide interim management, revise systems and processes, and position the agency for sale to a known buyer.
2000 WHER assisted a hospice program achieve JCAHO accreditation, scoring 100%.

The Compliance Program Toolkit: Resources for Hospice Compliance Officers was written by Heather Wilson and published and sold by the National Hospice and Palliative Care Organization (NHPCO).

2001

Joy Barry, RN, M.Ed. joined WRI as co-owner to expand and direct its consulting division.

The company was incorporated as Weatherbee Resources, Inc. (WRI).

WRI co-sponsored the first Annual Hospice Inpatient Institute with NHPCO.

Hospice Inpatient Facility Infrastructure (HIFI) was developed by Joy Barry in collaboration with Hope Hospice and Palliative Care, Fort Meyers, Florida.

2002 The HIPAA Privacy Rule: Compliance Resources for Hospice Programs was written by Heather Wilson, Mary Michal and Jay Mahoney and purchased by hundreds of hospice and home care programs.
2003 The HIPAA Security Rule: Compliance Resources for Hospice Programs was written by Heather Wilson.
2004 WRI developed a service line dedicated to assisting hospice programs with Additional Development Requests (ADRs) and claim denials, which included: clinical record auditing, documentation-related and other quality improvement activities, staff education, and navigating the appeals process through the Administrative Law Judge (ALJ) level.
2005 WRI purchased new office space and relocated to Yarmouth Port, MA.

WRI was selected by the Centers for Medicare and Medicaid Services (CMS) as a subcontractor to conduct the quality assurance component of the Rural Hospice Demonstration project.

2006 The QAPI Requirement: Resources for Hospice Programs was written by Heather Wilson. Ph.D., Melanie Merriman, Ph.D., and Martha Tecca, MBA.

COPs in a Binder: Interim Edition was developed by Heather Wilson, Ph.D.

WRI developed the "Hospice Regulatory Boot Camp" as a comprehensive regulatory training program for hospice professionals that meets the criteria for completion of Regulatory and Compliance Issues, a Level II module of the Hospice Manager Development Program, an offering of the National Hospice and Palliative Care Organization.

WRI announced the development of Hospice Education Network (HEN), offering state-of-the-art streaming video technology to provide staff orientation programs, annual in-services, home health aide in-services and volunteer training.

Joy Barry completed a nationally recognized Legal Nurse Consulting program and became certified as a Legal Nurse Consultant (CLNC).

2007 Hospice Policies & Procedures was developed by Heather Wilson.

The Hospice Education Network opened offices and a filming studio in Centerville, MA.

The Hospice Education Network was launched with an initial offering of fifty programs using streaming video technology.

The Hospice Education Network announced a strategic alliance with the Hospice Foundation of America (HFA) to offer HFA’s teleconferences on HEN for on-demand viewing.

2008

Hospice Quality Resources, LLC (HQR) was launched in partnership with Deyta, LLC and Multi-View Inc. to provide innovative web-based applications for hospice programs.

Due to its growth and expansion, WRI and HEN moved to new headquarters in Hyannis, MA.

Weatherbee Resources, Inc. was awarded a contract by the Centers for Medicare and Medicaid Services (CMS) to assist in the training of hospice surveyors on the new Medicare Conditions of Participation.

Sheila Flynn hired as CEO of Weatherbee Resources, Inc. and the Hospice Education Network, Inc.

2009

The Hospice Education Network develops a strategic partnership with the End-of-Life Nursing Education Consortium (ELNEC) to offer nationally acclaimed ELNEC courses online.

The Hospice Education Network is named as a finalist in the healthcare category for the Rich Media Impact Awards for 2009.

Weatherbee launches RAC Assistance for Hospice, a resource to help hospices prepare for and manage the new level of scrutiny from the Recovery Audit Contractors.
